Adolescent Minds

Adolescents are not completely to blame for their behaviors, and actions. Brain scans confirm that cognitive control, is not fully developed until adulthood because part of the brain is limited in connections and engagement, particularly areas responsible for judgment, impulse control, and planning, and it is still maturing into early adulthood.
